In the 19th century, the Admiralty faced significant challenges in establishing defenses against enemy torpedoes. One particularly daunting task was protecting the British fleet from torpedo boats while they were anchored. In the 1880s, the Royal Navy started to use steam pinnaces for this task.

In 1885, Hotchkiss et Cie developed the Quick Fire three-pounder gun, firing explosive shells at a rapid rate of 15 rounds per minute, providing a good defence against roving torpedo boats. Pinnaces, capable of carrying such weaponry at speeds comparable to torpedo boats, could be easily transported aboard ships. When used by the Admiralty, two were carried on battleships and cruisers, and launched to provide defence against torpedo boats when ships were moored. Many were fitted for firing torpedoes.

The emergence of larger torpedo boat destroyers in the 1890s led to a shift in the role of steam pinnaces, which then became versatile support boats for warships.
